ICIJ’s lead reporter Mort Rosenblum also shows that a global convention intended to save jack mackerel stocks led instead to a disastrous ‘Race to Fish’ as nations like China, Russia, the Netherlands and other EU countries vied with Pacific states to stake their claim to fishing quotas.
